Speaker Bagbin Confirms Anti-LGBTQ+ Bill Set for First Reading in Parliament

Speaker of Parliament Alban Sumana Kingsford Bagbin has announced that the controversial Human Sexual Rights and Family Values Bill—popularly known as the anti-LGBTQ+ bill—is set to be reintroduced for its first reading during the second sitting of Ghana’s Ninth Parliament.

The proposed legislation seeks to criminalize LGBTQ+ activities, as well as any form of advocacy, promotion, or funding in support of such practices within the country.

Delivering his opening address in Parliament on Tuesday, May 27, 2025, to officially launch the second meeting of the session, Speaker Bagbin revealed that the anti-LGBTQ+ bill is one of three private members’ bills that have completed preliminary legislative processes and are ready for formal presentation.

“The Property Rights of Spouses Bill 2025, the Constitution of the Republic of Ghana Amendment Bill 2025, and the Human Sexual Rights and Family Values Bill 2025 have all satisfied the necessary procedural requirements and are scheduled for first reading during this meeting,” Bagbin stated.

The anti-LGBTQ+ bill had previously passed under the Eighth Parliament but failed to take effect after former President Nana Akufo-Addo declined to give it presidential assent, effectively stalling the legislative process. Its reintroduction is expected to reignite intense national debate, especially around issues of constitutional rights, human dignity, and the role of cultural values in policymaking.

As one of the most contentious legislative proposals in Ghana’s recent democratic history, the bill’s revival signals a new chapter in the ongoing discourse over the country's stance on LGBTQ+ rights and freedoms. Parliament is now poised to reopen discussions that could shape Ghana's legal and social framework for years to come.
