Legal Expert Urges Multi-Agency Probe into NDC Chairman’s Alleged $800,000 Fraud Involving Singaporean Investor

Accra, June 30, 2025 — Prominent legal practitioner and governance advocate, Professor Kwaku Asare, has called on Ghanaian authorities to launch a comprehensive investigation into serious allegations leveled against Emmanuel Nii Ashie Moore, the Greater Accra Regional Chairman of the opposition National Democratic Congress (NDC).

The call comes in response to a court application filed by Mr. Toh You Kang, a Singaporean businessman and CEO of NSG Group, who accuses Ashie Moore of defrauding him of $800,000 over a failed contract with the Electricity Company of Ghana (ECG).

According to documents filed at the Human Rights Division of the High Court in Accra (HR/0131/2025), Mr. You Kang claims that between 2023 and 2024, he paid Moore the amount as part of an agreement to supply electrical cables under a purported ECG contract. However, the deal reportedly never materialised. The businessman alleges that the transaction was fraudulent and politically motivated.

The claims extend beyond financial misconduct. You Kang accuses Moore of luring him to Ghana under false pretenses, detaining and assaulting him, and coercing him into making further payments—including a $1.5 million contribution in political merchandise to the NDC’s 2024 campaign. He further alleges that Moore, using his political influence, manipulated security agencies to unlawfully detain him and deny him legal counsel.

Even more disturbing, the businessman claims that semi-nude images of him were circulated in an extortion attempt demanding $5 million from his family. He says these acts amount to grave human rights abuses and abuse of public office.

Professor Asare’s Call for Action

Reacting to the revelations in a public Facebook post, Professor Asare urged Ghana’s key anti-corruption and law enforcement bodies—including the Office of the Special Prosecutor (OSP), the Economic and Organised Crime Office (EOCO), the National Intelligence Bureau (NIB), and the Criminal Investigations Department (CID)—to urgently open investigations into the financial and criminal dimensions of the case.

He also called on the Commission on Human Rights and Administrative Justice (CHRAJ) to independently investigate the alleged abuse of rights and office. In addition, Prof. Asare recommended that the Ministries of Justice, Foreign Affairs, and Trade coordinate with the Singaporean Embassy to ensure full diplomatic transparency and cooperation.

Concerns Over Governance, Investment, and Electoral Integrity

In his statement titled “Call for Immediate Government Investigation into Allegations Against Emmanuel Nii Ashie Moore”, Prof. Asare emphasized the broader implications of the case. He warned that Ghana’s legal credibility, investment climate, and international reputation are at stake.

“This is not just about one individual,” he wrote. “Silence or inaction would embolden abuse, erode investor trust, and stain the democratic image of the Republic.”

Among his concerns are:

  • Investor confidence: Foreign businesses could shy away from Ghana if such allegations are not swiftly and transparently addressed.

  • Rule of law and accountability: The alleged misuse of political connections to commit fraud and abuse undermines state institutions.

  • Procurement fraud and election financing violations: The alleged political donations, if made by a foreign national, would breach Ghanaian electoral laws, which ban foreign contributions to political parties.

Further Recommendations

Prof. Asare proposed that the Electoral Commission investigate the reported $1.5 million in campaign support, and, if verified, apply relevant sanctions under the Political Parties Act. He also suggested a bipartisan parliamentary inquiry if there are signs of political interference in the investigation process.
