Foreign Affairs Minister and North Tongu MP, Samuel Okudzeto Ablakwa, has welcomed the newly launched Code of Conduct for political appointees, describing it as a decisive step towards eliminating state capture and restoring integrity in governance.

The Code, unveiled by President John Dramani Mahama on Monday, May 5, 2025, applies to all individuals serving under the Executive — including ministers, deputy ministers, presidential staffers, CEOs of state institutions, board members, and even the President and Vice President themselves.

A Bold Move to Reinforce Accountability

The Code sets clear ethical guidelines for public officials, emphasizing transparency, responsible conduct, and a zero-tolerance stance on the misuse of public office. It explicitly prohibits political appointees from acquiring state assets, either directly or through proxies.

Speaking at the launch, President Mahama described the initiative as part of his 120-day social contract with Ghanaians, aimed at instilling discipline and ethical leadership across government. “This document is not a ceremonial one,” he stressed. “It is a living and enforceable code… there will be no sacred cows.”

Ablakwa: State Capture Is Over

Reacting on X (formerly Twitter), Mr. Ablakwa praised the Code and its alignment with his legislative efforts. He noted that the new guidelines reinforce his Private Member’s Bill, which seeks to permanently bar politically exposed persons from purchasing state property.

“Great news for Ghana,” he posted. “President Mahama has launched a Code of Conduct that bans appointees from buying state assets, be it land, bungalows, hotels, cars, or forests. Violators will be dismissed, and assets retrieved.”

Ablakwa expressed satisfaction that the anti-corruption drive they championed while in opposition is now being upheld in government. “I am absolutely delighted that our crusade has not been abandoned. We are staying true to the Ghanaian people and our conscience,” he added.

He concluded with a strong statement of optimism: “This new Code of Conduct gives further impetus to my bill in Parliament. State capture is dead! God bless President Mahama.”
